The Phone Ban Worked. The Grades Didn't Move.

You have probably already run this experiment yourself.

The phone goes in a drawer at seven. The kid sits down at the kitchen table with everything they need and nothing to distract them. You go do the dishes feeling like you have finally solved it. An hour later you come back and the worksheet has a name on it and one answer.

You took the phone away and the homework still did not get done. Nothing was in the way, and nothing changed.

Somewhere around then you start reaching for explanations, and the ones on offer are not good. Lazy. Not applying himself. Does not care. You do not believe any of them, but you have nothing to put in their place, so those are the words running in your head at ten at night. Increasingly they are running in your kid's head too.

This year the whole country ran your experiment, and we finally have the results.

What two 2026 studies actually found

At least 39 states and the District of Columbia now require districts to ban or restrict student phone use in schools. Two large studies of what happens next landed this spring.

The American one comes out of the National Bureau of Economic Research, six researchers tracking schools that adopted lockable pouches against national test-score data. The pouches worked. Teacher-reported in-class phone use fell by roughly 80 percent.

Then the outcomes. Test scores came in at essentially zero, and precisely enough that the authors can rule out improvements above roughly 0.008 of a student-level standard deviation. Attendance, no detectable improvement. Classroom attention, which they measured directly, no improvement either. Two exceptions, and they point opposite ways. High school math gained about 0.048 of a school-level standard deviation, a small effect that clears the usual significance bar. Middle schools showed small negative effects. Middle school is the age band I write for, and that is the finding I would least like to be true.

It is a working paper and has not been through journal review, so weigh it accordingly.

The second study is peer reviewed and published in the Journal of Human Resources in March. Sara Abrahamsson looked at Norwegian middle schools and reached the same place on academics. Her own words: banning smartphones "has no average effect on education or mental health but masks important gender differences."

The ban did work, at the things it was built for

I want to be careful here, because this is the part that gets flattened in the coverage and it should not be.

In Norway bullying fell, for girls and for boys. Girls used less psychological health care, earned better grades, and were likelier to reach an academic track, with the largest gains going to girls from disadvantaged backgrounds. That is a real result. If your school did this and the hallways got kinder, that is not nothing, and I would not trade it away.

The American study is less tidy on this. Disciplinary incidents rose and student wellbeing fell in the first year, and wellbeing only turned positive in later years.

None of what follows is an argument against the policy. I think the policy is fine. I think it answered a different question than the one we were actually asking when we cheered it on.

Two things are worth sitting with in that Norwegian result. She points to Norwegian girls having used their phones substantially more to begin with, which would mean the ban simply did more for the students it took more away from. That is her explanation and it is a good one.

Here is the part I keep turning over, and this is mine rather than hers. An average of zero is not the same as nothing happening. Norway's flat average is a real gain for one group sitting on top of no measurable change for another. The average is the least informative number in the paper. It is worth knowing which students got something out of the quiet the ban created. The answer tells you what that quiet is worth by itself, and the answer is not much, unless something is already there to use it.

You took the phone away and the homework still isn't done

Which brings it back to your kitchen table.

The school removed the phone for six or seven hours a day and the academic average did not move. You removed it for one evening and the worksheet still had one answer on it. Same result at two different sizes, and the second is easier to see because you were standing right there.

It is worth being precise here, because the wrong lesson is available and it is the tempting one. It does not mean the phone was harmless. It does not mean your kid was going to do the homework either way. It means the phone was not the only thing between your kid and the work, and once it was gone, whatever else was in the way became the entire story.

It is worth asking, before anything else, whether any of this is normal for the age. A lot of it is. Twelve and thirteen year olds are working with equipment that is still being assembled. But normal does not mean it resolves on its own, and that is the part the phone conversation keeps skipping.

Why your teenager still can't focus with the phone gone

Here is the assumption buried in the policy, and in the drawer at seven o'clock.

We are treating attention as a fixed quantity that the phone was stealing. Take the thief away, get the attention back. Under that model the empty hour automatically becomes a working hour, because working is what a student does by default when nothing else is available.

That model is wrong, and the studies are what wrong looks like. The phone was never the thing standing between your kid and the work. It was the thing standing in front of it. Take it away and the work still is not getting done, and now there is nothing left to blame.

If you have ever noticed that buying a planner does not install the habit of using one, you already understand the shape of this. Removing an object and building a capability are two different jobs. Only one of them happens on its own.

The four executive function skills the policy assumes are there

What is supposed to fill the empty hour has a name. Focus. Planning. Organization. Attention. Educators call them executive function skills, and the phrase makes them sound like traits, which is exactly the problem.

They are not traits. They are learned, the way reading is learned, and they are made of unglamorous specific things: deciding what to start with when four things are due, breaking a large assignment into pieces small enough that your brain does not file it under impossible, noticing you have drifted and coming back, estimating how long something will actually take rather than how long you wish it would take.

Almost nobody gets taught any of that on purpose. Some teachers do it deliberately and their students are lucky. But it is not systematic, it is not on anyone's syllabus, and it has never been designed to carry the weight we are now asking it to carry.

It used to matter less. School itself produced a lot of this as a byproduct, back when the only way to get the material was to write it down yourself and the only way to keep a schedule was to keep it in your own head. Those conditions changed for good reasons and nothing was put in their place. Your kid inherited the gap, and then inherited the blame for it.

What actually fills the empty hour

So what do you do with a kid who now has a quiet room and no idea what to do in it.

Not another restriction. That is the move that got us here, and the research says the returns on it are close to zero. The thing that was missing was never a rule.

How to help a middle schooler focus: watch the first five minutes

Start by watching the first five minutes. Not the hour, the first five minutes after your kid sits down. That is where the whole thing is decided, and it is the most diagnostic five minutes of the day. Do they know what they are working on before they sit, or do they sit down and then go looking? Do they start with the thing that is due tomorrow or the thing that is easiest? Do they have a way to see everything that is due, or is it all being held in their head?

If it is being held in their head, that is your answer, and it is a mechanical problem rather than a character one. Working memory holds about four things at once while the work itself is going on, and that is not a twelve-year-old's number, it is roughly everybody's. Seven steps go in, three come out. That is not carelessness. That is the ceiling.

The fix is not effort. It is getting the load out of their head and onto something they can look at, and then, and this is the part that gets skipped, building the habit of actually looking at it. That second half is where the binder that was working fine in September quietly dies in October. The container was never the skill.

The trap: doing it for them works, which is the problem

One caution, because it is the trap I fell into myself. The fastest way to get the homework done tonight is for you to run the system. Ask the questions, check the planner, hold the list. It works, which is exactly why it is hard to stop, and it means the skill lives in you rather than in them. The same thing happens when an adult stops giving reminders that they have been giving for years. Nothing underneath was ever built, so nothing is there when the support comes away.

That is the same finding as the phone studies, pointed at a different object. Removing something is not the same as building something. The pouch at school does not teach planning, and neither does the drawer in your kitchen.

The phone was a real problem and taking it away was a reasonable thing to do. It just was not the thing standing between your kid and the work. Now that it is out of the way, you can finally see what was.
